Join the Program on Data and Governance on Thursday, Feb. 16, 2017, for the premiere of the program’s newest lecture series, “Data Points: Ideas on Data, Law and Society.” Peter Swire, the Nancy J. and Lawrence P. Huang Professor of Law and Ethics at the Georgia Institute of Technology’s Scheller College of Business, will deliver a talk on “Privacy and Government Cross-Border Requests for Data.”
Professor Swire will present a paper that examines the different ways in which American and European Union law govern law enforcement requests for personal data that a company holds overseas. His paper argues that, while each jurisdiction provides meaningful protections against government overreach, the differences between these systems have created unnecessary obstacles to law enforcement cross-border data requests.
Professor Swire’s research lies in the areas of privacy and cybersecurity, intellectual property, and the law of cyberspace. He is the author of five books and numerous scholarly papers, and has testified often before Congress in addition to being quoted regularly in the press. In 2015 he was awarded the International Association of Privacy Professionals’ Privacy Leadership Award. He is a senior fellow with the Future of Privacy Forum, and a policy fellow with the Center for Democracy and Technology.
As an expert on privacy matters, Professor Swire served as one of five members on President Obama’s Review Group on Intelligence and Communications Technology in 2013. Prior to that, he co-chaired the global Do Not Track process for the World Wide Web Consortium. Professor Swire has also served as special assistant to the president for economic policy under President Obama and was the chief counselor for privacy in the U.S. Office of Management and Budget under President Clinton. He is the only person to date to have U.S. government-wide responsibility for privacy policy.
Professor Swire holds a B.A. from Princeton University and a J.D. from Yale University, where he was an editor of the Yale Law Journal.
